They are a disappointment to those who look to them for nourishment.

Clouds Without Rain

Clouds without rain are a picture of disappointment. They promise refreshment but deliver nothing. They gather in the sky, dark and full of potential, but when the dry land looks to them for relief, they pass by without a drop. This is what it means to be a blessing in word only but not in deed. We may speak good words, make promises, and appear to be a source of help, but if we do not follow through with action, we are like clouds without rain.
